VLAN and subnet planner

Draft isolated IPv4 segments, detect duplicate VLAN IDs and overlapping CIDR networks, and copy the resulting network table. No controller changes are made.

Methodology and limitations

VLAN IDs 1–4094 are usable on ordinary 802.1Q networks (VLAN 1 may be native/default). Overlap validation is scoped to the segments entered here; it does not detect conflicts against your existing environment or routing policy. For /31 host semantics see RFC 3021.
